Where a person dies without a will, the estate must be administered by a person appointed by the Surrogate's Court in the county in New York where the decedent had his domicile. Domicile means the place where the person regularly resides. The Surrogate's Court in each county has full jurisdiction to act with respect to the estates of persons domiciled in that county at the time of death.
